The state of Wisconsin is widely known as a devout supporter of gambling, with the renown of accepting many types of players who prove they have the cash to go. However, among the various ways, Wisconsin residents have at their disposal to try their luck, Wisconsin online casinos are not one of them. As most states which are leaning towards permission of online casinos in the United States, there are numerous definitions and restrictions pertaining to this field and any who wish to gamble online must be well aware of them.

Wisconsin Gambling Laws
Wisconsin has been among the innovators in the field of gambling, early on, with its lottery starting its history in 1988 and quickly joining, the year after, the interstate lottery known as Powerball. It was among the first states to do so. However, its innovative days seem to have been left behind, seeing how when it comes to Wisconsin online gambling, the latest trend in the gambling domain, there is still a lot of progress to be made. On the other hand, besides the history-filled lottery, there are 27 classic casinos and around 9000 charitable gambling organizations to compensate the land-based casinos and the increasing demand for alternative gambling options, such as online slots, for example.
First thing first, for those who take part in illegal gambling is bound to receive some sort of penalty. If it’s only for gambling, the players face a soft misdemeanour, with Wisconsin online gamblers, for instance, being handed a warning or a small amount fine. There is a dramatic shift in the point of view on those who operate illegal games. These are categorized Class I felons, with a long and severe punishment. There is also the talk about Wisconsin gambling age, an aspect that even the best casinos around have to oblige: 18 years for a lottery, bingo, and pari-mutuel wagers and a mandatory 21 years low limit for casinos.
Going deeper than this general overview into the laws that regulate gambling in the state of Wisconsin, the first thing that stands out is the definition of what a bet means within the state’s limits. And it comes out as one of the cases where legislators see games as being dependent on chance and therefore going under the Wisconsin gambling laws, even if the outcome of the game is influenced in a lower or a higher degree by the skill of the players involved. There was a famous case with the final ruling that poker was indeed gambling, under Wisconsin laws. This meant that all forms that this game took were banned, except those held in land-based casinos: poker games held in sports bars, charitable poker nights, online poker, even poker played as a social gaming event.
Wisconsin Online Gambling Laws
Keeping in mind the strict ruling on the poker issue, where the assigned judge stated it to be seen as a gambling game, despite his personal sympathy towards the game itself and the skill that poker players must display, makes us take a harder look at what is legal in terms of gambling and online gambling, in particular, in the state of Wisconsin.
Online gambling in Wisconsin is influenced by a couple of key aspects that are due to the gambling laws, the existing offline casinos’ operators, and the workflow to change the above-mentioned laws.
Thus, Wisconsin gambling laws explicitly rule out as being illegal a large number of land-based gambling options, but what interests us the most, all that pertains to the online domain: online casinos, online poker sites, online sports betting sites, even Internet sweepstakes cafes. The only chance WI residents have is that the state regulators go with the win of change that has come across the US and bring some changes to the online gambling legal statute.
For that to be happening, the first step would be an intense lobby in that direction from the existing casinos’ operators. The Indian tribal casinos, however, showed no interest whatsoever to give change a thought on the matter. Online is not something that they seem to take into their immediate future plans. One of the main reasons is that bringing this option into their offers automatically means renegotiating their gaming compacts. And this is a risky prospect, making the existence of a Wisconsin online casino a perspective for a distant moment in time.
Also, even if we imagine that everything else is set in place and all there is left to do is getting online casinos ready to be regulated, the process to make it all legal is a complicated mission. First, a bill would have to be passed in two sessions, and afterwards, a statewide referendum would have to pass, in favour of online becoming legit.
Options for Legally Gambling Online
Michigan Online Casinos
Things are not that dark for online gambling, despite all the aspects apparently pointing against such an idea. First of all, no one has ever been prosecuted or charged for playing on online gaming sites, meaning that any Wisconsin player who desires to try his luck on online slots for real money is able to do so, risk-free.
The only problem appears when it comes to the websites that accept players from the US and from Wisconsin in particular, seeing how WI online casinos are not legal and that potential operators from within the state, the risk to be charged as felons and all the punishments that come along. But for this matter, there is an increasing number of offshore RTG USA online casinos, which started to accept US players. Having their operations set outside US borders, they submit to the laws from the specific jurisdiction they are based in, making them risk-free for WI gamblers which care to play casino games via the Internet.
Therefore, asking is Bovada legit in Wisconsin has a very simple affirmative answer, but a small issue appears when confronted with the possibility to place money in the online account on any of the offshore online casinos. Not many options are accepted, e-wallets are forbidden by federal laws, some online operators might go for the classic debit/credit cards, but the American banks could freeze these transactions. So, using the fast and risk-free options of Western Union or Moneygram becomes the preferred alternative for Wisconsin online gamblers.
Offline Opportunities to Gamble
Surely, there are the classic offline opportunities to play for real money in the state lines of Wisconsin. The tribal casinos have a long history in Wisconsin, with many gaming compacts having been signed a long time ago with numerous Indian tribes, resulting in the 27 casinos existent nowadays. Games going from the classical slots to table games such as roulette, blackjack, poker, baccarat and many others that compose a casino’s offer, can be found here.
As mentioned before, the casinos are not the only available option for gamblers in Wisconsin, with the lottery having an important word to say in the WI gambling community, alongside the charitable sorts of games. There are around the impressive number of 9000 charitable organizations which have raffle licenses and 450 bingo organizations. The raffles have the most varied and inventive ways of deciding the winner:
- launching a number of rubber ducks in the water, the one that reaches the finish line first setting the winner
- calendar raffles where a draw decides the daily winner
- Super Bowl Boards, where each player predicts the last digit in the score of each quarter, for both team participating in the Super Bowl.
